HK Mk23 Mod 0 OHWS
Why this exceptionally large service pistol was conceived as a system—and what survives in the civilian Mark 23
In open water, the relevant question is not simply whether a pistol may get wet. It is whether the weapon will still function after surf, salt, mud and temperature changes—and whether the suppressor, aiming module, ammunition and carrying equipment will withstand the same environment. The Offensive Handgun Weapon System was created for precisely this type of requirement in the early 1990s. Its pistol became an icon; the complete system and its actual employment remained far less widely understood.
Executive Summary
The Offensive Handgun Weapon System (OHWS) was developed for U.S. Special Operations Command. The publicly available HK Operator’s Manual describes the system concept as a .45 ACP pistol, a detachable sound/flash suppressor and a Laser Aiming Module (LAM). The document is currently provided in support of the civilian Mark 23, but its title page expressly states that it applies to the Mark 23 and Mk23 Mod 0 pistols. A publicly accessible official military manual covering the complete OHWS—including the KAC suppressor and AN/PEQ-6—could not be identified.
Source-critical distinction: The HK manual is a manufacturer primary source for the pistol’s mechanism and operation and a retrospective manufacturer summary of the trials. It is neither the complete government test report nor a military system manual for all three OHWS components. The pistol prioritised accuracy, reliability, service life, suppressed operation and environmental resistance. The published requirement was at least 2,000 Mean Rounds Between Stoppages (MRBS) with M1911 ball and +P ammunition. HK reports a lowest achieved value of 6,027 and a highest value of 15,122 MRBS—approximately three and 7.6 times the requirement respectively. According to HK, endurance testing exceeded 30,000 rounds of +P ammunition without a parts failure; the slide and frame were certified for a further 30,000 rounds. Three pistols reportedly continued to meet the new-weapon accuracy requirement after more than 30,000 rounds each. These are substantial manufacturer claims, but they cannot be independently audited in full while the official raw data remain unavailable.
A publicly available interview with former Navy SEAL Senior Chief Dave Hall adds oral history to the documentary record. Hall describes his own participation in intensive testing in early 1995 and later mission-specific employment in a SEAL environment involving SEAL Delivery Vehicles (SDVs)—flooded underwater transport vehicles used by combat swimmers. His account supports a genuine maritime niche, not universal employment across all SEAL teams.
The civilian Mark 23, currently marketed by HK as the MARK 23, is described by the manufacturer as being nearly identical to the military pistol. Documented differences include the slide markings and a civilian barrel manufactured to SAAMI headspace specifications. This does not, by itself, establish a different rifling profile or greater or lesser tolerance of fouling; that question requires separate technical evidence. Nor should the civilian pistol be conflated with the complete OHWS. The civilian example shown in the Garand Thumb video from 05:38 is an individually assembled and modified Mark 23. It combines a B&T suppressor, a slide cut performed by ZR Tactical for an Aimpoint ACRO and a Wilcox Nightstalker. The video documents this particular configuration; it does not establish that HK offered it as a complete commercial package, nor does it represent an authentic Mk23 Mod 0 OHWS.
System identity: three terms, three distinct subjects

This distinction may appear formal, but it prevents the most common error in the history of the Mk23. Numerous photographs and videos show a civilian Mark 23 fitted with later accessories and describe it as a “SOCOM system”. Such material may demonstrate the practical capabilities of a civilian pistol; it does not document the historical configuration of the OHWS fielded in 1996.

A requirement that shaped the design
The HK manual dates the start of the project to 1991 and describes a system-development requirement for Special Operations Forces. The term “offensive handgun” should not be read as a promise to replace submachine guns or rifles universally. The supportable interpretation is a specialised requirement: substantial terminal effect in .45 ACP, precise fire, suppressed operation, target designation and exceptional robustness in a platform that remained recognisably pistol-like.
The dimensions follow directly from those priorities. The manual specifies an overall pistol length of 245 millimetres, a barrel length of 149 millimetres and a weight of 1.21 kilograms with an empty 12-round magazine. Even without its accessories, the pistol is therefore considerably larger than a conventional service handgun; fitted with suppressor and LAM, the sidearm becomes a heavy and muzzle-biased specialist system.
The size was not an accidental design failure. It created reserves for:
- high-performance .45 ACP and +P ammunition,
- a substantial one-piece steel slide,
- a recoil-spring and buffer assembly,
- a long threaded barrel with O-ring centring,
- raised sights for suppressed use,
- operation with gloves and robust controls,
- repeatable accuracy with and without the suppressor.
Development in publicly visible stages
The public record does not permit a complete reconstruction of every contractual phase. It nevertheless supports a coherent development line:

The development was therefore not a linear effort to enlarge or shrink an existing service pistol. It was an iterative system process: sound signature, slide operation, aiming module, ergonomics, magazines and user feedback influenced one another.

The following data come from the publicly available HK Operator’s Manual. Although the document is distributed through civilian Mark 23 support, it expressly applies to the Mark 23 and Mk23 Mod 0 as pistols. It does not describe the complete OHWS.

Military and civilian barrels: what is actually documented?
HK identifies a commercial barrel manufactured to SAAMI headspace specifications as one of the two principal differences. Headspace in this context describes the critical axial relationship between chamber, cartridge and breech face; it is not the same as the rifling profile. The manual describes polygonal rifling for both the Mk23 and the Mark 23. The recurring claim that only the civilian version has a polygonal barrel is therefore not supported by current HK documentation.
What HK does not publish are the military government drawing, the military chamber acceptance dimensions and a direct tolerance comparison. The phrase “barrel manufactured to SAAMI headspace specifications” establishes at least a different manufacturing or acceptance specification for the civilian barrel. It does not prove that every actual dimension of the two barrel types must differ; permissible dimensional ranges may overlap.
If the military specification required different—possibly more generous—functional or chamber tolerances, then this could influence feeding, lock-up or extraction under sand, mud or severe fouling. Different compromises in case support, accuracy or ammunition compatibility would also be conceivable. Without both dimensional specifications and a controlled comparison test, however, this remains a technical hypothesis. This article expressly does not claim that the civilian Mark 23 is more susceptible to dirt.

Accuracy without hand-fitted match components
High accuracy using industrially interchangeable components was a central development objective. The manual describes a met requirement of five shots within a maximum extreme spread of less than 2.5 inches at 25 metres with service ammunition. HK reports more than 450 “accuracy test firings” from an accuracy firing fixture. The average maximum group diameter is stated as 1.44 inches; 65 groups were smaller than one inch, and four groups measured approximately 0.5 inch. The publicly available manufacturer text does not state unambiguously whether the figure of 450 refers to individual shots or complete test groups.
The figures are notable, but they require careful interpretation:
- They are a manufacturer summary of the trials.
- They do not describe unsupported or freehand operational shooting.
- No complete public dataset identifies individual pistols, ammunition, suppressor condition or outlier criteria.
The engineering concept behind repeatable point of impact can also be traced through a public HK patent. It describes resilient centring elements at the barrel that control play near the muzzle without preventing the tilting action of the Browning mechanism. The characteristic Mk23 O-ring is therefore not a cosmetic feature but part of a technically coherent accuracy concept. US5654519A – Automatic pistol
HK gives the O-ring a service life exceeding 20,000 rounds. Lower replacement intervals and the explanation that propellant gases cause the ring to “swell” circulate in videos. The patent describes centring by means of an elastic element; it does not document such a gas-pressure-dependent mechanism. This article therefore does not repeat that popular explanation.
Reliability and endurance: MRBS, not “Mean Time Between Fault”
The expression “Mean Time Between Fault”, often repeated in informal accounts, is not the published metric. HK uses Mean Rounds Between Stoppages (MRBS): the average number of rounds fired between functional stoppages. The requirement was at least 2,000 MRBS with both M1911 ball and +P ammunition.

These values substantially exceed the published minimum requirement. Even so, the shorthand “30,000 rounds without any problem” is too broad. MRBS presupposes that stoppages were defined and counted, while the public manual does not disclose all weapon samples, stoppage categories, exclusion rules or raw data. A specialist article by Christopher R. Bartocci adds that only the barrel O-ring was replaced on the three 30,000-round pistols. This is useful Class C secondary evidence, but it does not replace the official test record.
Recoil buffering: why the large .45 remains controllable
In addition to the recoil spring, the recoil assembly incorporates a buffering function. The corresponding public HK patent describes how recoil impulses from barrel and slide are distributed over time by additional spring and mass elements, making the transmission less abrupt. The intended benefits are reduced stress on the weapon and less disturbance to the shooter. US5309815A – Firearm, particularly handgun
The manual states that recoil forces transmitted to the shooter and components are reduced by “up to 30 percent”. This too is a manufacturer claim, not a universal measurement for every loading. As an engineering principle, however, the buffer helps explain why the pistol is repeatedly described as comparatively controllable despite .45 ACP, suppressor and a high reciprocating mass.
Environmental resistance: “maritime” does not automatically mean OTB
HK reports functional testing after salt-water immersion and under surf, salt spray, sand, dust, mud, lack of lubrication and other fouling conditions. A special maritime finish was intended to prevent corrosion. This establishes that salt-water and surf environments formed part of the technical design requirement.
What “Over the Beach” means
Over the Beach (OTB) generally describes a weapon’s ability to be employed safely and functionally after submersion, resurfacing and the drainage of water. OTB is not synonymous with authorisation to fire while the weapon is fully submerged. Waiting periods, drainage procedures and ammunition conditions must be documented for each individual system.
For the Mk23, the publicly accessible documents reviewed provide evidence for neither an explicitly named OTB requirement nor a requirement to fire from 0.5 metres under water. The HK manual refers to “Heavy Rain and Water Operations”, but instructs the user to allow water to drain from the barrel before firing and to dry the bore with a cleaning wick and rod. This wording supports maritime operation and corrosion resistance, not underwater firing or an unconditional immediate-fire capability with a water-filled barrel.
OTB evidence status: maritime environmental resistance—documented (A); an explicit Mk23 OTB requirement—not documented; firing from a depth of 0.5 metres—not documented. Requirements from other, later maritime pistol programmes must not be projected back onto the OHWS.
The maintenance warning in the manual is equally important: the finish protects against corrosion but does not reduce friction. Metal parts, rails, locking surfaces, spring assembly and O-ring still require appropriate lubrication. “Corrosion resistant” and “maintenance free” are not synonyms.
The OHWS as a complete system
The manual defines the OHWS in general terms as a pistol, detachable sound/flash suppressor and Laser Aiming Module. Public historical demonstrations and collector documentation associate the fielded U.S. configuration with a Knight’s Armament suppressor and an Insight LAM, generally identified as the AN/PEQ-6. This component identification is well established in public specialist literature, but it is not specified with equal precision in the freely accessible HK pistol manual.
Pistol
The pistol provides the mechanical and ballistic foundation: twelve rounds of .45 ACP in the military magazine, threaded barrel, raised sights, O-ring centring, recoil buffer, manual safety and separate decocking lever. HK expressly describes the latter as providing quiet and safe lowering of the cocked hammer. This documents the design intent; the actual sound generated by a particular pistol will still depend on its mechanism, operation and wear.
Suppressor
The suppressor was not merely an optional accessory. According to the manual, function and accuracy were tested both with and without the suppressor fitted. An early prototype shown publicly also incorporated a mechanical slide lock. The action remained closed after firing and had to be cycled manually. Former tester Dave Hall identifies the displayed pistol as an early prototype and describes his own contemporary use of it. 1911 Syndicate, prototype and slide lock, 31:39–38:45
The slide lock did not appear on the production pistol. The explanation offered in the interview—that a wet suppressor proved sufficiently quiet while permitting rapid follow-up shots—is plausible, but it is not a publicly documented contractual decision.
A longer civilian demonstration of the historical KAC suppressor shows its short threaded mounting interface and reliable operation on a commercial Mark 23. Five displayed measurements at the shooter’s right ear ranged from 133.4 to 135.9 dB. Without independently verified calibration and a complete measurement protocol, those readings are not equivalent to official acceptance data; in particular, they do not support a universal health claim that the system is “hearing safe”. Laser Aiming Module
The LAM combined target designation and illumination on a proprietary frame interface. Hall retrospectively describes the early module as large and, even by the standards of the mid-1990s, not particularly bright. This is an involved user’s assessment, not a complete technical acceptance record for the later production module. 1911 Syndicate, early LAM, 31:55–32:30
The HK manual expressly warns against assuming that USP accessories are compatible. Modern Picatinny adapters, Wilcox modules and optic cuts may extend the functionality of a civilian Mark 23, but they do not document the historical OHWS configuration.
Carrying equipment: which holster belonged to the Mk23?
No publicly accessible official packing list has been identified that defines one holster model as an invariable component of every delivered OHWS. The current HK manual accordingly lists selection criteria for a Mark 23 holster rather than a military model number.
The strongest contemporary public lead appears in the December 1997 issue of Soldier of Fortune. It describes the Mk23 “military-issue holster” as a low-riding rigid-shell thigh holster designed by Bill Rogers, manufactured by Safariland and commercially available as the Safariland Model 6004. This is a contemporary Class C secondary source—materially stronger than later forum claims, but still not a contract or acceptance record.
Dave Hall also reports first-hand that he was issued several different holsters during testing and subsequent use. In the interview he displays, among other items, a swim/dive thigh holster with a separate suppressor carrier and variants in black, tan and woodland camouflage. He does not identify the manufacturer or formal stock number. The defensible conclusion is therefore twofold: a Safariland/Rogers 6004-type holster is well documented as an early military carry solution, while the actual carrying equipment evolved and was evidently not limited to a single holster.
London Bridge Trading (LBT): LBT holsters are frequently described in collector and forum sources as Crane or SOCOM holsters. Without a manufacturer archive, procurement record or unambiguously marked contemporary example, this attribution remains Class D and is not presented as confirmed issue equipment.

What the prototypes in the former HK Grey Room reveal
Ian McCollum’s presentation in the former HK Grey Room in Ashburn, Virginia is a particularly valuable publicly accessible secondary source. Its greatest value lies less in individual historical figures than in the material objects shown directly: three development states of the pistol and early and late system components. Those objects permit a traceable development sequence.

- McCollum shows the marking “U.S. Government Cal. .45”, the mechanical slide lock for quiet manual cycling, an unusual HK suppressor with an additional orientable expansion chamber and a very large early aiming/illumination module.

The video is therefore strong visual evidence for the evolution of the OHWS. It remains a curated secondary presentation: McCollum did not participate in the programme, and production quantities or phase boundaries stated in the video do not become primary evidence without the corresponding official records.
Testing: what the public first-hand account supports
Dave Hall introduces himself in the interview as a former Navy SEAL Senior Chief with 21 years of service. He dates his own involvement in intensive Mk23 testing to early 1995. In his recollection, the user group included personnel from several special-operations elements. Technicians supplied magazines, recorded stoppages and moved pistols into heat, cold, salt-spray and other test conditions after predetermined round counts. 1911 Syndicate, test process, 18:22–23:32
The source value is high for what Hall personally experienced. Its limits are equally clear:
- The interview was recorded almost three decades later.
- Personnel and test records are not published in full in the video.
- Individual recollections conflict with known historical dates.
- The account does not replace the test plan or contractual documentation.
Hall describes himself as initially sceptical. He says that a practical phase at the Rogers Shooting School changed his assessment within a short period. This oral history helps explain why the pistol gained the respect of testers. It is not equivalent to a standardised accuracy protocol.
Fielded—but not universal
According to the HK manual, the first Mk23 pistols were delivered to USSOCOM for operational use on 1 May 1996. Delivery and the intention to field the pistol are therefore clearly documented at manufacturer level.
Actual employment appears to have been considerably more differentiated. Hall rejects both the assertion that the Mk23 was essentially never used and the image of a universally issued standard pistol. For routine close-quarters battle, he says, the SIG P226 was often more attractive because it was handier. 1911 Syndicate, use from 1996, 56:07–58:15
Hall recalls at least one Mk23 being carried during early operations after 11 September 2001. This is first-hand evidence of carriage, not evidence that the pistol was fired. 1911 Syndicate, early post-9/11 operations, 58:56
His strongest employment account concerns an SDV-oriented maritime reconnaissance environment between 2003 and 2007. He states that the Mk23 was used there regularly with adapted carrying equipment. Hall displays relevant equipment and describes tritium sights and pistols painted to reduce their signature. 1911 Syndicate, SDV/maritime use, 59:45–1:07:18
This establishes a specific niche in Hall’s own career. It does not establish:
- uniform issue to all Navy SEALs,
- a universal USSOCOM standard for every mission,
- firing in combat,
- current use,
- international users without their own chain of evidence.

The civilian Mark 23: technically close, historically distinct
The commercial Mark 23 is not merely a visual replica. It retains the technical core of the military pistol: locked-breech DA/SA action, threaded polygonal barrel with O-ring centring, recoil buffer, raised adjustable sights, separate manual safety and decocking function, and compatibility with .45 ACP including commercial +P loadings. It therefore remains an unusually robust, accuracy-oriented large-frame pistol, even though its civilian purpose is different.
HK describes the commercial Mark 23 as nearly identical to the Mk23. The manual identifies two principal differences:
- the civilian slide marking Mark 23 rather than the military rollmark MK23 USSOCOM,
- a commercial barrel manufactured to SAAMI headspace specifications.
Depending on market and legal requirements, civilian packages have been offered with 10- or 12-round magazines. The standard commercial package is not a military OHWS: the KAC suppressor, AN/PEQ-6 and military carrying equipment are not automatically part of the civilian pistol. HK Mark 23 Operator’s Manual
“Mark 23” and “MARK 23”
The publicly accessible manual documents the early civilian styling Mark 23. The current official HK USA product page lists the model as MARK 23. The change in manufacturer presentation is therefore publicly traceable, but the available HK documentation does not identify an exact serial-number transition. HK USA, current MARK 23 product page
The lettering matters to collectors, but the currently supportable evidence does not define a second technical civilian generation on that basis alone. A defensible assessment should consider at least the rollmark, serial number, date code, importer, finish, matching major components, box label and original accessories. Collector boundaries derived from documented specimens are Class C or D evidence—not the equivalent of a factory ledger.

Series logic: Within CYBERSMART Tactical, the civilian Mark 23 remains a deliberately subordinate but technically and historically relevant derivative. A future CYBERSMART Shooting article will examine rollmarks, variants, accessories, market versions and civilian range use in greater depth, with a reciprocal reference to the pistol’s military origin and the OHWS.
What a modern civilian test can—and cannot—establish
The Garand Thumb video shows a commercial Mark 23 modified for this individual configuration and fitted with a B&T suppressor, a slide cut performed by ZR Tactical for an Aimpoint ACRO and a Wilcox Nightstalker. The components are identified separately between 05:38 and 06:24 and are then shown as a complete assembly. This provides direct evidence for the configuration of the particular pistol shown; it does not document an HK factory package. The assembly is not an authentic Mk23 Mod 0 OHWS. As a modern demonstration, the video is nevertheless useful. It shows or reports:
- controllable strings of fire despite the pistol’s size,
- repeated hits at 120 yards without a standardised group protocol,
- subjectively substantial signature reduction with a wet suppressor,
- marked fatigue with the complete configuration,
- an owner’s report of approximately 6,000 rounds without a stoppage and without internal cleaning.
The last point is an experience report unsupported by a published shooting log. The video demonstrates the practical performance of the civilian system shown, not historical OHWS acceptance. Garand Thumb, civilian practical test, 04:40–17:07 and 44:47
Several historical explanations in the video are not adopted. These include .45 Super as the alleged original cartridge, an accuracy distance of 25 yards rather than 25 metres, the equation of the USP and Mark 23 accessory interfaces, and an O-ring service life of only 5,000 to 10,000 rounds.

How the system could be technically successful yet operationally limited
The apparent paradox of the Mk23 disappears once the success criteria are separated.
Technically, the pistol met exceptionally demanding requirements according to HK. It was accurate, durable, reliable, suppressor-capable and designed for aggressive environmental conditions.
Ergonomically and logistically, the complete system was large, heavy and proprietary. Its advantages became decisive only when a specific mission valued accuracy, suppression and environmental resistance more highly than concealment, rapid holster access and standardisation.
Operationally, it could therefore make sense in a narrow reconnaissance or SDV niche while remaining in the armoury for other users. Fielding and limited use are not contradictory.
Comparison with other handgun concepts
The Mk23 should not be treated as the timeless winner of a generic pistol comparison. Its priorities differ fundamentally from those of more compact sidearms.

This comparison explains why a newer or smaller pistol is not automatically a “better Mk23”. It may be the better choice for a different requirement.
Conclusion
The Mk23 Mod 0 is not a universal answer to maritime handgun requirements. It is the rigorous product of a particular system concept from the early 1990s. That consistency is precisely what still makes it exceptional.
Assessing it merely as an oversized pistol misses the requirement. Mythologising it as an omnipresent “SEAL super pistol” exaggerates the documented employment. The supportable middle ground is more interesting: a technically extraordinary system, officially delivered to USSOCOM, intensively tested and genuinely used in specific maritime reconnaissance contexts—but too large and specialised to be the best sidearm everywhere.
The civilian Mark 23 preserves the mechanical core of that development. It is therefore simultaneously a practical firearm, a suppressor host and a collector’s object. Its historical value does not increase when it is confused with the military OHWS; it increases through precise documentation of its own variant, rollmark and provenance.
Source assessment
The A–D class identifies a source’s proximity to the subject. It does not replace assessment of the individual claim: even a Class A manufacturer source may contain a retrospective marketing summary, while a Class B witness account initially establishes only the witness’s own perception.

Source-critical finding: mark23.de and Wikipedia
mark23.de has been a private and historically interesting website since 2002. Its greatest source value lies in the operator’s own photographs, scans and package documentation relating to a German civilian pistol. Those are immediate material records for that particular pistol and for the civilian market of the period. Its military-historical text, by contrast, frequently repeats older HK promotional claims without claim-level sourcing. The distinction it draws between a “conventional military barrel” and a “civilian polygonal barrel” is particularly problematic: the HK manual expressly describes the Mk23 with polygonal rifling. CYBERSMART therefore does not use mark23.de as independent confirmation of OHWS history.
The German Wikipedia article is inadequately sourced for this subject and repeats material from mark23.de; several infobox values and technical claims are not traceable to sufficiently strong evidence. The English Wikipedia article offers a larger bibliography but mixes manufacturer pages, specialist literature and weak web sources. User lists and exceptional claims require individual verification. CYBERSMART uses both versions solely as discovery indexes, never as final evidence.
